State and federal regulations require dedicated observers to detect marine mammals and sea turtles in the vicinity of in-water construction projects. The sole responsibility of the observer is to watch for the presence of protected species, such as manatees, sea turtles, and dolphins, near the work area and to notify personnel to cease all in-water operations if a sighting occurs. EAI’s staff is composed of experienced observers, including several highly trained manatee observers with experience meeting permit conditions as Florida Fish and Wildlife Conservation Commission (FWC) approved observers.

Our observers work closely with the other contractors on-site to educate personnel and successfully complete projects without impacts to protected species. EAI has been involved with short-term and multi-year observation projects in waterways throughout the state of Florida working with marine construction companies, local governments, and large private sector clients.
